A Memorandum of Understanding (MoU) has been signed between German and Latvian public and private sector stakeholders to support digital innovation in port infrastructure across the Baltic Sea region.
The agreement brings together partners including LMT, the Freeport of Riga, the Port of Hamburg, the Electronic Communications Office of Latvia, the Hamburg Fleet, and LVR Flote. The MoU aims to support collaboration and joint technology demonstrations over a two-year period.
The MoU sets out two main objectives: identifying operational challenges in ports and developing proof-of-concept digital systems. Two dedicated working groups will focus on mobile connectivity and intelligent infrastructure, covering areas such as private 5G networks, AI-driven analytics, and cybersecurity.
A Port Connectivity Working Group will address the implementation of resilient mobile network infrastructure, while a Smart Infrastructure and Cybersecurity Working Group will develop approaches for real-time infrastructure monitoring and threat management. Activities will be coordinated by Arturs Lindenbergs, Innovation Development Lead at LMT.
Participants include national and port-level authorities from both countries, with support from the Investment and Development Agency of Latvia and the European Regional Development Fund under the SME-focused Innovative Business Development Programme.
The initiative builds on previous collaboration between Hamburg and Riga, including site visits and a 5G port demonstration in 2024. Workgroup coordination meetings and pilot project planning are expected to continue throughout this year, with a view to achieving measurable results by 2027.
