Bunkering Services Initiative deploys data platform across ARA ports

The Bunkering Services Initiative has commenced operations across the Amsterdam–Rotterdam–Antwerp (ARA) region, introducing a technology-driven framework designed to improve transparency, traceability and accountability in marine fuel operations.

The voluntary initiative combines certified hardware, real-time data capture and independent assurance across bunker deliveries. Participating bunker barges have been equipped with certified mass flow meters integrated with ADP Clear’s hardware and software platform, to deliver continuous, real-time fuel quantity data.

Internet-of-Things–enabled systems will be used to transmit delivery data directly into a shared digital environment, providing buyers and suppliers with a single source of verified information.

Fuel quality data is also integrated into the platform, with laboratory results uploaded directly from testing companies to provide end-to-end visibility from shore tank to final delivery. Lloyd’s Register will act as system auditor, conducting qualification checks and unannounced inspections of equipment, piping and seals to ensure ongoing compliance.

Founding participants include bp Marine, Cargill, Frontline, Hafnia, Hapag-Lloyd, Mercuria, Minerva Bunkering, Oldendorff, Trafigura, TFG Marine, Unifeeder and Vitol.

“This level of visibility in bunkering has simply not existed before.”
